Given a multiple occupancy building with a common electrical room with a 1200 amp disconnect feeding 8 tenant disconnects that is accessible by the building owner only, would the tenant space service panels be required to have a main disconnecting means or is a MLO panel acceptible? Art. 240-24 states that the occupant needs access to devises supplying the space. Is this to mean the branch circuits within the space or does it include the feeder supplying the load-side panel?

It means that the occupant has to have access to the main. If that main is located in a locked electric room to which only the building manager has access, then that building manager (or an authorized representative) must be available 24 hours a day. See Exception 1 to 240.24(B).
