Tennessee Code adoption process

I am trying to find two things: 1. When did TN adopt the 1999 (note 1999) NEC? 2. Does Nashville have its own adoption process or does it follow the State's adoption process. If anyone can provide any data on this, I will be very grateful.
 
As best as I can determine the 1999 Code was adopted (effective) Sept 26, 1999.

Nashville Codes are Davidson County Codes. Presently the 2017 NEC with amendments. I believe Davidson County has it's own adoption process.
