Terminal bar question

Red wire connected to the terminal bar - I have never seen this before (black was to a breaker, white and red came to this terminal bar). Any insight?

Unfortunately, I could not determine what the cable was servicing - gypsum wallboard all around and the breaker was not labeled.

There is a u/g pool in the yard - could this be the use? BTW, home has been vacant for some time and in disrepair - overgrown area by pool pump, etc.

Could be the pool since it requires a minimum of a #12 EGC.

My guess is red being used as extra ground. Has many violations and the wires on that bar look way too close to the main lug.

Using the red offsets the code violation of the black wire feeding them all.

my goof that lug is the unmarked neutral. The red is pretty and that is a fine twist job
