If the electrical contractor installs terminal blocks within JB's inside an electrical room, do they have to have a field inspection for approval for UL50? This is an industrial waste treatment plant.

UL 50 only covers the enclosure itself.
I see no need for any additional evaluation assuming that the terminal blocks are listed.

Generally, the rule is 3 or more devices in an assembly, including the box. The terminal "strip" would be one device, the box is #2, so that's usually fine.

But, the din rail terminal blocks are ul component recognized, not listed. There are listed terminal strips
But field install of terminal blocks is very common.

True, but the OP never said they were DIN rail terminals.

And even if, would an AHJ consider 4 terminals, the rail and 2 end blocks to be 7 devices, or one “terminal strip”?
