I finally got some answers from the power company. I'm not sure if it's always this way, but in this particular case, they will run the wires from the transformer to the CT cabinet. The only thing I have to do is run wires from the panel into the CT cabinet and leave them hanging. The power company will splice their wires onto the customer's wires in the CT cabinet.
