In my opinion..
Two different but related animals...
where the NEC is in use, 110.2 says conductors and equipment shall be "approved"..
"Approval" is up to the AHJ, so yes the terminal blocks would have to be approved if the application falls under the pervue of the AHJ. The AHJ would decide if they needed to be listed.
Some items the NEC requires to be "listed", for example, PV componets (see 690.4) but I know of no NEC requirent for terminal blocks to be listed.
