Terminating Wire Strand Class I Cable in Mechnical Lug

I have parallel Class I cables that I need to terminate on a 400A Eaton breaker that has stacked mechanical lugs. Normally we would use UL listed bare ferrules but the issue is with the deep lug on the stacked lug. I need approximately 2 1/4” of bare wire to go all the way in the deep lug and Im having trouble finding anything to use . Anyone ever dealt with this or have any solutions? Thanks
 
have you considered a pigtail using a polaris tap so you have class I conductors to the polaris connector and Class B or C from the polaris connector into the MCCB.
 
This seems somewhat hack like, but could you strip enough jacket to get the conductor into the lug and install the ferrule on the end of the conductor where it lands under the setscrew?
 
The method used to terminate fine stranded wire in cam lok type connectors is to wrap the wire with copper sheet prior to insertion.

While I am sure this would work for your application, I don't know how one would get the method approved by the appropriate authorities. Probably some sort of expensive UL investigation.

The pigtail approach above is probably the simplest.
