We have 2 Tesla power walls feeding a small emergency sub panel in a dwelling unit. (No solar- just being used as optional stand by power.) Tesla provides a “transfer switch” which breaks the feeder from the main utility panel. The power walls feed the emergency sub panel with (2) 30-amp circuits landing in (2) 30 amp breakers on the emergency sub panel. Is it code compliant to feed a panel with 2 circuits form 2 power walls?

Yes.

One or both of them may need a hold-down kit on the breaker. It depends if they stay live when disconnected. I believe one of them would be setup as master and would stay live.
