Test probes not long enough

Why don't they make test leads with probes long enough to reach lugs in 3 phase 480vac breakers with finger safe terminals.

So maybe they can sell you a probe kit along with the meter? Beats me. My standard Fluke probes can get to anything I have where I work including
various makes of touch safe 480V breakers. Fluke sells a kit with extended probes. Which gives you more exposed voltage when testing. So maybe
general safety has something to do with it.
