I need to test a AOH switch from a motor starter, but I do not have the power wires yet connected to the motor, so how can I test the signal coming from the PLC AUTO, START and STOP? plus is a local disconnect/starter, and power cables feeding the disconnect are coming from a electrical panel but the power cables going out to the motor are not there yet, so how can I test the I/O coming from the PLC.

If your control circuit is independent of the motor circuit power wiring is not necessary.
What matters most is where the power for the motor stated coil comes from.

If you PLC has indicating lights on the i/o cards, look at them to see if they are on when they should be, and off when they should be.

If this is a magnetic starter it isn't going to hurt anything to see if it pulls in when it is supposed to.

VFD or soft starters, some will "run" with no motor some will not. Could connect a small test motor to the circuit if that helps what you are looking for.
