Can you use a typical digital meter to test capacitors on a 4kV power factor capacitor.
I know the process by charging with leads connected looking for continuity while charging and then reading open when charged. And then vice versa while discharging caps. However does a digital meter have enough charging voltage/current to charge a 250kVAR power factor capacitor?
