Testing Charger In Emergency Light

Hello,

Is it correct to assume that the best way to determine whether or not the charger inside an emergency light is working or not is to measure the DC output voltage to the battery? If so, should the voltage be slightly higher than the voltage rating of the battery?

A modern charger may have no output with no battery connected.

I would look for the connected battery voltage to rise a bit when energizing the charger.

Run it down for several minutes first to get a bigger difference.
 
You could probably get a new EM light for the cost of you troubleshooting the charger, and even if you could get parts to fix it. With the low cost of these lights, they are "use & toss" items!

I was hoping that the voltage meter would take the place of the battery.
