Testing GFCI's

I currently have 3 GFCI's that are fed from a 208Y / 120 vAC 3pH, 4W panel. When attempting to test these with a Greenlee 5708 tester (User sets the trip current, unit cycles every 4 sec.) The GFCI's will not trip. They do function by pressing the test button and they reset fine. I realize that some don't agree with the way the tester works or don't feel that it is a valid test. However, it is our accepted method. I have many others in the plant, fed from similar panels. No problems any where else. Can anyone give me some ideas?

The bonding jumper at the panel or transformer is missing or the EGC to the receptacle is missing. The plug in tester requires both of these connections to work.
