Testing Ground-Bonding

I have a Plant that would like me to come in and use a Meggar to check the bonding and or grounding of panels and equipment through out the plant.
Has anyone done this type of work and is this the proper way of doing this.
The engineer who requested this is a bit over the edge sometimes.
 
I am not sure how best to go about this task, but a megger will not be of any help. It can tell you whether the resistance of an insulation system is closer to half a million ohms or to two million ohms. But you are looking for resistance values well under one ohm.
 
Depending on how you are using the name "Megger" would determine if you are performing the proper tests. Megger is a brand name, but is commonly reffered to as a Megohmeter, which is used to test insulation resistance. This would not help test the ground system at all. But, Megger also makes other pieces of test equipment, such as fall-of-potential testers which would test the ground grid. As Zog mentioned, a ducter or DLRO would also be very usefull, which is also made by Megger. Megger is a commonly miss-used, just like grounding and bonding are commonly miss-used.
