I know article 90 states the purpose of the nec code
but standardized testing procedures should be included
Ive found testing procedures in various places severely limited and drastically different:jawdrop:
testing procedures are usually taught in apprenticeship but there again is a sore spot.
a lot of training is biased and definitely unequal,
we as electricians need to produce a standard of the test procedures that needs to be followed to the letter.
tests such as using an IR (Megger), Earth loop Impedance meter, etc. and the proper documentation of tests

Not going to happen, even if the NFPA did include it most areas would not adopt those sections or would amend them to death.

One of the basic concepts with having 50 states is that each state can set the rules for themselves.

Making rural areas have the same requirements as built up areas is not in my opinion a good idea at all.

what tests do you think need doing on any regular basis that would require any input at all from the AHJ?

and keep in mind that just having a vague idea how to do a test does not make one actually proficient at doing them. even if you were taught how to do it right as an apprentice unless you do it right on a regular basis the skills and knowledge can easily go away.

Check out "Informative Annex H Administration and Enforcement" in the rear of the code book. At one time it was called Article 80 and was located in the front of the code book. It is an example of the NFPA trying to make rules that each area would use for enforcement. It would only be binding if specifically adopted by an area. As far as I am aware no area has ever adopted it. Now it just takes up space in the rear of the code book. I suspect if a section was made for testing that it would be ignored as well.

Take my area, I hold licenses in RI, CT and MA. All have continuing education requirements but only RI and MA will except each others classes. I have to take a separate class for CT. Often I take these classes with the same provider weeks apart but due to CT not allowing the MA & RI classes of the same subject to apply I and many others are stuck with this.

Now of course it is a pain but at the same time I do believe each state should get to set the rules within their own boarders.

You have until 5PM Friday, November 7th to submit a "public input" (formerly known as a "proposal") for the 2017 code.

i have the standards from the UK. electrical system and it includes the sequence they should be run in but i dont know if they would be adopted.
but its a suggestion about creating a standard to follow on training people to do these tests.
if you think about it in this world of lawsuit happy people its only smart to cover your backside by having every test done and having it all properly documented
