Wire for dimming within the luminaire cable, Is TFN Insulation rating 600 volts Does this mean the barrier is not needed between 120/277 volts wires This TFN is two conductors within its own thermoplastic sheathing next to the higher voltage conductor within MC

That's how it's intended. Just keep the dimming conductors as separated as possible from the line voltage conductors.
