For those interested:

I have a copy of the proposed amendments to the '08 NEC.

They are:

Appendices are not enforceable unless they are specifically referenced in the body of the code or adopted by the Department of Community Affairs or the authority having jurisdiction.



Article 90, Introduction

90.2 Scope.
(B) Not Covered.
(5) Installations under the exclusice control of an electric utility where such installations:
a. Consist of service drops or service laterals, and associated metering, or
b. Are located in legally established easements, rights-of-way, ,or by other utility commission, or other regulatory agencies having jurisdiction for such installations, or
c. Are on property owned or leased by the electric utility for the purpose of communications, metering, generation, control, transformation, transmission, or distribution of electric energy.

There is an FPN to (4) & (5) describing examples of utilities and such, and is extremely lengthy so I'm not going to type it (this .pdf has copy protection, so no copy-and-paste)

Chapter 2, Wiring and Protection
Article 210, Branch Circuits

*Revise Section 210.8(A) 'Ground-Fault Circuit-Interrupter Protectino for Personnel: Dwelling Units' as follows:

210.8 Ground-Fault Circuit-Interrupter Protectino for Personnel
(A) Dwelling Units.
All 125-volt single-phase, ,15- and 20-ampere receptacles installed in the locations specified in (1) through (8) shall have ground-fault circuit-interrupter protection for personnel:
(1) Bathrooms
(2) Garages, and also accessory buildings that have a floor located at or below grade level not intended as habitable rooms and limited to storage areas, work areas, and areas of similar use.

Exception 1 to (2): Receptacles supplying an overhead garage door operator shall not be required to have ground-fault circuit-interrupter protection.

Exception 2 to (2): A single receptacle or a duplex receptacle for two appliances located within dedicated space for each appliance that, in normal use, is not easily moved from one place to another and that is cord-and-plug connected in accordance with 400.7(A)(6), (A)(7), or (A)(8). Receptacles installed under exceptions to 210.8(A)(2) shall not be considered as meeting the requirements of 210.52(G). All non-GFCI protected receptacles shall be clearly marked.


Chapter 4 - Flexible cords and cables:

Article 406, Receptacles. . . .


*Delete section 406.11 "Tamper-Resistant receptacles in dwelling units' without substitution.

I was surprised by that one.


Anyway, that's it. This is what has been submitted by the NEC task force to be voted on by the state code advisory board. We'll know shortly if they accept these as-is.
