we are involved with a state university project which the owner is the AHJ, therefore no inspections. During the course of the project the rules have changed and they are now adopting an elevator code after the fact. The only way to route some of our wiring both 0-600v and low voltage was through the elevator machine room. This room is not fire rated and has no ceiling. The new elevator inspector is requiring us to remove any and all services from this room that is not directly required for the elevator equipment. This project was bid in 2000 on the 96 BOCA and the 99 NEC and I can't find anything that prohibits me from traversing through this room. Any help or info would be appreciated.

Welcome to the world of elevators! The basic idea is that - especially the cable operated type of systems with the big pulleys - is that the motors and gears start suddenly and may startle someone who is not an elevator technician and thus not used to this danger.
We had to re-locate a shunt-trip breaker 200 feet away because of this. However we were able to run some conduits thru the elevator equipment room to feed the pit light and receptacle.
