Presuming by "above counters" you mean the dressing table counters, you are correct: no GFCI is required. But those receptacles must be switched, and the switch must also control a pilot light outside the dressing room door. That allows the night security patrol to discover that an actor may have left a curling iron plugged in (and still heating) at their dressing table, without having to open the dressing room door to look.Are GFCI's required in dressing rooms above counters?
