According to NEC 680.62 - All lighting fixtures used in Therapeutic tub areas shall be of the "totally enclosed type". Can I use a regular "Wheather Resistant" fixture which can withstand moisure and damp, or should I use a "Enclosed and Gasketed" fixture which can expose to water? Fixture will be mounted on a ceiling.

I don't think it has to be weatherproof, or gasketed (unless there is also a shower head). It just has to be enclosed. And I think a standard flourescent lay-in with a prismatic lens is enclosed.
Examples that wouldn't be enclosured are industrial fluorescent or MH fixtures with open bottoms, fluorescent cans without a lens, or a lampholder socket where an incandescent lamp is exposed.
