Thermally Protected recessed lights cycling

Recessed Progress lighting fixtures that have a thermally protected socket are cycling on and off, happening to about 8 fixtures in a residential application. I removed insulation around one of the fixtures as a sample but it did not fix the problem. Replaced with a compact fluorescent bulb with screw in base, fixture still cycled on and off. Replaced it with an LED retrofit kit where the LED bulbs were at the bottom of the fixture and not near the lamp socket and the fixture still cycled. Any advice on how to correct?
 
Obviously the thermal switches need to be replaced. I know it is unusual for eight to do the same thing but I'm sure they were purchased at the same time and it could be a defective lot.

Start by replacing one and see what happens.

What are the temperature and power limit specs for the fixture/socket?
Is it possible that it is cycling on over current rather than over temp?
