Below grade is wet location to NEC regardless of floodplain details, answer is yes.
Non flooding areas often still end up having raceways filled with water because of condensation.

That is what I had concluded as well. I also believe the NEC does not specifically address electrical equipment in a floodplain. The closest article is 682 and that article scope does not match that of a floodplain.

They went through a lot of trouble to keep the moisture in.
