I guess they decided they can put the addition on the restaurant anywhere they want to.

In B'klyn, NY where you have underground services the meter is in the basements of the home. It's been like that for many many years. Of course there is no service lateral exposed or service drop to contend with. Underground goes to a trough then feeds the meter or meters.
 
Many of our commercial buildings have meter inside the building in an electric room.
Would seem that the ahj would have the power to have a place like OP to have meter pulled untill they get permit and inspections. Not sure what part of PA this was in. I growed up in Canonsburg. Miss part of it but not the cold
 
Exposed, Unprotected SE cable on the steps with the meter is a no no. We have plenty of inside meters around here for businesses, not for single family residences but they are inside and usually on 3 phase systems that have a CT cabinet. Sometimes there is not a space outside for a meter.

This is a whole other situation as the addition was put on without permits or the knowledge of the POCO. The SE cable and meter are not allowed in this area. Not much service equipment is allowed in stairwells.

They don't seem concerned why should you be... That said - IMO none of those items were electrical violations when installed - the problem is the stuff the carpenters did when they got involved... I assume they had the addition inspected when added? Was there no electrical in it?

Sounds like they skiped the permits for everything. Now its up to how much authority he has in PA to yank that meter, red tag the building, and pull its CO.
Do hope you keep us posted as to the outcome.
