I know a guy!
He said you use max fill based on how many you can fit. I ask for a code section. He said it's Tulsa code. I know another guy that said you don't count the grounded conductor for each ungrounded conductor. He actually said" you don't count the netural" . My response was your pulling a white wire with ever phase wire. He said" they don't count because they land on the same bar." I just did not know what to say after that and start ripping. No use even trying to explain after that.
I do like the fact they have them grouped.

did they really need so many neutrals, hard to tell from the angle. nice rack system ..

Looks like #10 AWG and 1" EMT. That would be a max of 16 conductors. Looks close. I hate that cable tie junk around the conductor sets. Just buy a wire marker book and mark the conductors. What does the rest of the panel look like?

Zip ties on each bc group does not work when you zip tie all the wires together. Brady numbers or heat shrink with ckt numbers

It's not that hard to figure out.

At least they put forth the effort.
