I will be looking at a building that a church has bought to turn into transitional housing. The building was a medical center that the church bought and wants to make into apartments for homeless trying to get on their feet. It will consist of 2- 1 bed room apartments and 2 - 2 bed room apartments. I know that the tenants will not be paying an electric bill so no separate meters for each unit but would I be required to run feeders to each apartment with a panel for each located within the units?

I would say not as long as tenants or on-site management have access.
 
I would think you'd want a small panel in each.

I mean, it's a halfway house, right?
Small apartments for single guys who probably probably don't cook much. Probably don't want those guys milling around in an electrical room, methinks

200-amp panel behind locked door, with a 60-amp 12 space panel in each unit?

Seems that would minimize how much cabling/piping you have at that one panel. Also lessen the likelyhood of running out of spaces in one panel

Kitchen, laundry in each?
Common water heater or separate for each room?
Are they full apartments or just basically rooms with a common kitchen and laundry?

Do not know yet plans aren't through yet. Just thinking out loud.

If you have input with planning, be warned Motels subsidized for homeless housing in Anaheim, CA were destroyed.

Addiction rehabilitation, and controlled-substance monitoring forces occupants to hide evidence & stuff needles down drains.

In 2018 a 200+ unit Baymont motel in Anaheim, CA found drains clogged with medical-grade steal needles, which destroy plumbers tools or break pipes.

During homeless occupancy everyone had to wear gloves because MERS contaminated fixtures, common doors, and bathrooms.

Motel owner went BK before aquired by Holiday Inn who gutted, remediated, and rebuilt all 200 units. This was a muli-million dollar restoration, that would not participate in homeless-occupancy programs again.
 
The company I used to work for did something similar at a seminary in KY.
More units. Two story. The building was old enough that the walls were just brick, no stud walls.
A stud wall was added in each unit for a panel to be mounted. I carried in a core drill with accessories every day. The walls were cut and channeled and I drilled through the floor in every unit. It had a basement.
Pretty much every wall section was done. Piped with emt, and some mc cable used. We even core drilled through the basement foundations to run pipe for new build that would join the two buildings together.
I was issued a company pager at the time, and received news alerts on it.
