Let say a contractor installs some fixtures that are not tested (UL)by a third party example( from IKEA)and the local building inspector pass the electrical inspection. Remember section 110-3 (a) (b) requires all equipment to to be listed and labeled. Since the local building authority pass the inspections, is he acting as the third party testing agency.

Re: Third Party tested

110.3(A) & (B) does not require listing and labeling, only some the individual articles require listing and labeling.

110.3(B) Installation and Use. Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling.

In other words, if it is listed . . . :D

Re: Third Party tested

Where does 110.3 (A) or (B) mandate third party testing? Or for that matter, with the exception of specific items, (such as 350.6 or 410.8(B) for example) where does the NEC mandate only third party tested items will be used.
