Those dual switches - what do they count in box fill calculation?

Never really thought about this, but have a job where there's only enough room to squeeze a two gang wall plate in - so it will have a GFI and then need a single pole and three way near each sink.

My question - when doing a box fill calculation, do you count these "dual devices" (two switches in a single device - they fit in a regular receptacle plate) as one device or two?

314.16 (B) (4) If it is 1 yoke, then a double allowance of the largest conductor attached to it. Hence, 1 yoke = 1 device
 
If the device is wider than a single device box (dryer or range outlet) it would require double the volume allowance for each gang .

Some of those will fit in either a single or two gang box and typically have six mounting holes, 3 on top and 3 on the bottom to use either configuration. So does it count as one device or two?

Since "those" particular devices are not wider than a standard 2" 1gang box, I say it only counts as one.
 
Even this will count as one strap (4 single-pole switches!):
