Safety director of what?

A manufacturing plant? Probably not as your experience level is very focused in one area.

For an EC? Maybe. The experience focus won't work against you as much there.

The thing is that safety management has almost nothing to do with safety or with any the trades. In fact, it has almost nothing to do with management either.

I think there are a lot of mediocre drafters making $10-15 an hour out there. I think you could well find yourself in a saturated market.

Realistically, if getting out of the field is your primary goal your first choice would seem to be to look toward what jobs there are at your current place of employment and similar places that do not involve field work. Try to judge realistically if your skill set or interests matches any of those jobs.

One thing you should probably do first is some serious soul searching about your actual physical condition. There are a lot of things that physical conditioning can do that might dramatically improve your situation. However, if you have just lost interest in the work over time, that is something no amount of physical conditioning will help with.

If you are currently more than 30 pounds or so overweight and do not get at least an hour of exercise in daily, and virtually all of us are, it is likely that you would benefit at least to some extent from a conditioning and weight loss program.Your doctor might be able to point you in the direction you should head, although very few doctors give good advice in the area of weight loss or exercise. Joining a gym that has trainers might give you better options.

You might also just consider taking disability if that is an option. Many times the insurance company has really good programs to help those who are disabled get better or transition to new careers.

Have you considered going back to school and getting your EE? Thats what I did. I was getting tired of training new engineers out of school ... so instead of fighting them I joined them.

Good luck in what ever direction you go in!!!!!
