Three Phase Panel for a Residence

I'm a specifier, and found myself in an unfamiliar situation...I have a commercial space that is being converted to residential. There is currently a 7-meter stack (one four- and one three- ) at 208/120V 3ph 4w. Three of the meter spaces are taken...two of which will be demolished during the transition to residential. The third will remain as the existing leasing center. I have to determine the most cost effective solution here. My first question is...is there anything preventing me from serving each apartment unit with a 100A 3ph panel? I can't find anything directly in the NEC, but I have never seen a 3ph service in an apartment before. My other questions may not matter if the answer to my first question is "yes", so I'll hold for some feedback.

TTBOMK there is nothing which prohibits 3? residential.

120/208V 1? 3W is more common.
