three phase to single phase

im remodeling an old buildingthat has single phaseservice. at the same site i am also building a new addition.the new additoin is three phase.from the new building im supposed to run three phase to a disconnect(line side)and come out single phase(load side)then to a single phase transformer.to me it doesnt make sense leaving a leg floating.anyone ran into something like this before

It is normally considered best to "balance" your 3 phase loading as much as possible and this obviously does not promote such balancing, but it is not at all unusual to find your arrangeent on remodels and upgrades,
What voltage and currents are we looking at ?

Is the feeder oversized compared to the xfmr load. The design may take future expansion into consideration... perhaps for adding other single or three phase loads.

I have questioned many installations, not understanding the reasoning... and that's just it. As an installer, I'm not privy to the reasoning.
