The 1-1, 2-2, slick to slick refer to the incoming primary voltage connections to the distribution transformers. The lines are marked so the poco lineman doesn't make a mistake. IE: yellow stripe=neutral, slick to slick=high leg, line 1 @ line 2 are other two incoming. The proper connection to 1 and 2 should be 1to 1 and 2 to 2. If they were reversed it would effect phase rotation.
