Three wire to detached garage

Is it acceptable to run a three wire (No Grounding wire) to a detached garage as long as I install a rod at the detached garage panel.

Sure you can. This panel would basicly be handled as a new service. The neutral will have to be bonded again.

Not in all cases pipemaster. If you have a metal water pipe or metallic raceway between the 2 structures then you must run an equipment grounding conductor.
 
Check with the AHJ, because some jurisdictions require 4. I guess the question would be, where are these three wires coming from?
 
Pipemaster, as Pismo points out, if there is any electrically conductive paths between these buildings the three wire option is out. Read 250.32(B)(2) for the specifics.

Thanks Roger. I couldn't find my code book.
 
Always try to check your local code or AHJ (if you have one). Running 3 conductors may not have been an option any how.
