I need a second set of eyes on this, mine see a violation.

Structure #1, fed by existing 200a service which presently feeds pool heaters. (a condo clubhouse)

New pedestal mount service 30' off the wall of structure #1, meter and fused disco. Ec wants to run from new pedestal, up wall and THRU structure #1 and back out and underground to get to the other side to re-feed pool heaters with new load center.

Has the intent of 230.3 been met with the fused disco? Grounding electrode system(s)?

How can it violate 230.3 when the service conductors stop at the service disconnect (fused disconnect)?

Service Conductors. The conductors from the service
point to the service disconnecting means.

230.3 One Building or Other Structure Not to Be Supplied
Through Another. Service conductors supplying a
building or other structure shall not pass through the interior
of another building or other structure. and commercial

IMO, 225.31 and following sections through 225.40 would apply.

225.31 would required a disconnecting means on building #1 where the new feeder conductors pass through the building.
