Electrical inspector checks code conformity, basic calcs, layout and some workmanship - and the City collects the fee.
Owners rep / engineer checks safety and solidity so as to not create nuisance or trouble in the rest of his installation. He is usually the most strict, if he exists!
Installing electrician provides the original guidance depending on his experience and skill.
The user has to provide the wherewithal!
