To be frank- Very few tenant improvement projects are done with permits in my experience.
Daisy chaining extension cords, egress lighting, FACP NAC, horn / strobe / flow troubles are all deficiencies usually written up after an annual checkup by Fire Marshall, it is not up to electrical inspector.
Electrical inspector checks code conformity, basic calcs, layout and some workmanship - and the City collects the fee.
Owners rep / engineer checks safety and solidity so as to not create nuisance or trouble in the rest of his installation. He is usually the most strict, if he exists!
Installing electrician provides the original guidance depending on his experience and skill.
The user has to provide the wherewithal!
In belief, man can do anything
