Tic Toc Game on LED Matix

Hi,

We have this project, where we need to create a TIC TOC Game on LED matrix. As its a DLD project, so we need to use the simple LEDs and need to use shift registers etc. We can use ready made LED matrices. I have searched online and found this closest thing: https://www.pcbway.com/project/shareproject/LED_Matrix_and_Lissajous_pattern_e222919c.html as you can see in it they have placed transistors to and at the top there's two shift registers.

But its small in size as we want around 100x100 LEDs as we need to create 9 boxes of tic toc. So, if anyone could provide me some simulations or schematics, from where I could start.

I have worked on 74HC595 shift registers in my labs so I have the basic idea. Now, I think I have to connect them in series to control more LEDs. So, any kind of help would be appreciated.
