Assuming you are talking about a double ended substation, the tie breaker allows you to use one feed/transformer to feed both sides of your sub in the event of a loss of one feeder cable or transformer. The tie breaker should be key interlocked with the main breakers so you can only have 2 of the 3 breakers closed at the same time unless your breakers are able to handle the much higher available fault currents you would see by paralelling both transformers (Typicall the breakers would be fused and rated for 200kA interuption in that case).

The tie breaker can also be used to maintain power to both sides for maintenance on one of the transformers.

To allow the assembly to make a decision on a motion, the chairperson is allowed to cast the tie breaking vote. In the US Senate, for example, the tie breaker would be the "President of the Senate," also known as the Vice President of the United States. :D :D

sdilucca - Zog has it right. A tie breaker is just that - a breaker that ties two bus sections together to provide felxibility in maintenance and operation.

The other two answers are very good puns. LOL :)

You'll have to flip a coin to decide which one to use. (Another tie breaker.) :)
