Bob, I think we were talking about apples and oranges. I was thinking about low voltage (208 and 480) and you were dealing with medium voltage (5 kV to 15 kV class). The gear you described is fine but we do not permit them to operate with the tie closed. We will, if the circumstances are right, permit the tie to be closed for up to 20 cycles before one of the feeds from us are opened.
We will permit this installation in a vault that borders the outside of a building or in metal enclosed switchgear that is outside the building but we will not take our cable inside a building or structure.
After screwing up the conversation, I hope this clears it up, at least a little.
