Tie feeder between Delta and Wye systems

I want to provide an alternate feeder for switch gear that is fed from a corner grounded Delta connected transformer. The alternate feeder would be key interlocked with the switchgear main so that the alternate feeder breaker and the switchgear main could not be closed simultaneously. The alternate feeder is fed from a solidly grounded, wye connected transformer with no neutral loads. Can the ground buses of the two systems be connected via the ground conductor when the alternate feeder breaker is open and the two systems are operating independently?
 
I think that it would be ok to have the different systems' neutrals interconnected.

I would wonder, though, if there is an unintended voltage between any two legs of the two systems that would exceed the limit of the open breaker, whether it is the alternate feeder or the main.
 
I'd make sure that grounded conductor has no unexpected ground connections when it's energized by the wye system.

Also, there can't be a fuse when it's a grounded conductor, but it would need to be fused when it's an ungrounded one.
