Is a TILT meter acceptable for testing feeder cables vs. an insulation resistance tester(megger) prior to energizing?

I don't believe that that meter has the same functions as an insulation tester...no readout of the insulation resistance.

O, I googled and still have no idea what a TILT meter is, unless you mean inclinometer.
