What about panels that rotate according to position of sun? I don't know much first hand knowledge about PV as I've never installed any PV. There is a commercial solar farm in the area that I happen to drive by frequently, the panels there do change orientation through the day. Or is this something mostly only seen at commercial "solar farms"?
Trackers were only cost effective when panels were expensive. Nowadays it is way simpler to just install more panels.

I don't think that is universally true. I mean yes fixed racking is simpler but you would need to model on a project by project basis to see if trackers vs fixed are more cost effective.

A friend mentioned that single axis tracking ( tilt adjustment only) can be worth it because the tilt system can be used to help clean the panels, eg when it rains or to shed snow

The solar farm I mentioned the panels only tilt on one axis from what I can tell. At solar noon they are essentially facing straight up.
