Tin is about the most inert plating that you can get on a conductor. It is used in severe enviroments where silver plating or bare copper would turn black within a few weeks.
There is a word I would suggest you add to your vocabulary: "Google"

Is this something that was specified, and if so what kind of environment is it to be installed in? The environmental conditions could be the reason for the specification. Environments containing ammonia may be a good place for something besides copper.
So is tin plated more than regular copper?
