Anyone can take the WA admin test. An electrical contractor is required to have an administrator.
To become a certified electrician, you need to be able to show supervised hours, 2,000, 4,000, or 8,000 depending on the specialty; or be a graduate of an electrical apprentice program. Military time can often count for half of the 4,000 hours for some certifications, especially for Limited Energy. Your navy nuc training (ex MM here, class 70-4) will give you the theory, but not the NEC knowledge.
So to start as Journeyperson, you'll need to find some contractor to hire you in a trainee status. With your background, I would start with 01 or 06 admin, then try to get on with a contractor. you have the knowledge but need the hands on. PM me if questions
