Title 24 Automatic shut off systems

Does anyone have idea on least expensive way to have automatic shut off for
commercial (restaurant) lighting per 2008 title 24 part 6 section 131(d)
I've got 8 switches to control with some being dimmers

They call for 365 day timer "time clock" ($1800 for 8 pole)
with manual bypass (2-hour timers $20 each)
If the timers aren't in same area as lights, you need annunciator more $$

I know some people use 1 pole time clock and relays to save $$

I was thinking of Maestro RF dimmers with RF occupancy sensors.
Then you don't need bypass timer or time clock.
Could be issues with occ. sensors in restaurant though?

Any one else done this or have any ideas?

Install switches were you can see the lights that are being controlled, and you won't need to install annunciators. Using the square footage of the restaurant, calculate the necessary lighting circuits, and apply the 125% rule for continuous use. When you arrive at the necessary number of lighting circuits, you can purchase a programmable timer with a SPDT mechanism. One NC contact will energize the override switch, when the timer is off, and de-energize when the timer is on. Least expensive way to manage the Title 24 is buying a mechanically-held contactor(quieter than a electrically-held)with the correct number of poles.
