Title 24 compliance

Hello, I'm searching in title 24 code from 2019 and I can not find anything regarding if I have an open area and put a demising wall without affecting any existing lights, do I have to comply with title 24?
 
According to Exception 5 Section 141.0(b)2i any alteration limited to adding lighting controls is exempt.
 
Just to be clear, when you say "Title 24" are you referring to energy compliance which is part 6, or are you asking if you need a building permit to install a wall? Title 24 is the entire Ca Building Standards Code, but usually when people say "title 24" they are referring to the Ca Energy code (part 6) requirements which is where you're pulling 141.0 from. You may be exempt from energy code requirements per exception 5 to section 141.0(b)2I, but I'd bet your AHJ would want a permit for installing a new wall.
