to ground or not to ground

I have nonfused disc. before panel can i leave ground rods And bond at the panel or should i move to disconnect.

If this is a service, the disconnect IS NOT the Service Disconnecting Means, for such has to have integral overcurrent protection or overcurrent protection located immediately adjacent to the switch.

If this be the case, the GEC(s) terminate and the Main Bonding Jumper is connected at the Panel.

Need better clarification. Noticing that you are an HVAC technician, is the non-fused disconnect "before the panel" servicing a disconnect to an HVAC unit? Is the Meter Main Service Disconnect feeding the HVAC and the panelboard?
