to LEED or not to LEED

A school project (K-6) that my company recently worked on was going for a LEED certification and as per LEED requirements had shown an automated lighting control system to be installed. The system was through remote controlled breakers in a smart panelboard. The problem is, the school has been constructed and the lighting system never installed. My question is one of opinion, what would be the least expensive way to install a lighting control system after the fact. I thought relay's and contactors. Any thoughts besides the obvious.

I would say contactors are your best bet at this point. You also might look at some wattstopper control panels.
