A service I saw today had the following.

A bond from the panel to the cold water line.
The water line entrance is plastic.
A ground from the meter to the ground rod.
The service cable from the meter to the panel is the only thing connecting the ground rod to the panel.

Am I missing something?

Mike, that's the way it's done most places around here. The ahj's I deal with will accept either from meterbase to ground rods or panel to ground rods.

Most water service lines around here are pvc. and most in-house water lines are cpvc.

I'll try again.

From the meter to the panel 2 ungrounded conductors, 1 grounded conductor. There is no GEC from the panel to the ground electrode.

If the neutral is lost there is no connection to the electrode.

Am I making sense yet?

Mike,
The grounding electrode connection is permitted at any point from the load side of the service drop to the service disconnet enclosure. There is no requirement for grounding electrode conductors to be connected to the grounded conductor at more than one location. A ground rod provides no protection for either people or equipment in the even of a failed grounded conductor.

Thanx. My concern is for lightning protection.

Also every example of grounding/bonding that I have seen always shows the GEC from the panel to the electrode.

Example NFPA Electrical Inspection Manual Figs.5.5, 5.6, 5.7, 5.13 .

Mike,
The grounding electrode conductor connection at the meter would be much better for lightning protection than at the panel. It would help keep the lightning outside.
I'm sure that the inspection handbook cannot cover all of the permitted installations. Just because its not shown in that book doesn't mean that it is wrong. There is no reason to bring a grounding electrode conductor to the panel if there is a grounding electrode connection to the grounded conductor connection on the line side of the panel and the load side of the service drop.
