That term is used a bunch of ways for electricians. Concrete workers may use it a certain way. Such as a uneven slab that has a smooth layer added. A support slab that has a walking slab pored on top of it.

Sometimes they pour a rough slab or a "rat slab" and then pour an extra layer of concrete over it for the finish. Or they could even be using a self leveling concrete like Ardex for the topping.
