Where do you find Torque requirements for receptacles and panel screws? Would it be on the receptacle box and in the panel door cover? And does anyone would a torque screw driver or torque wrench? How do tell if these are torque right?

Panel and breakers have specifications listed on the panel or breaker. AFA receptacle if there is a specification for them it also would be listed on the device. The annex (I) has suggested torques for screw based on size and type.
 
UL 498 (i.e the standard for receptacles in the US) calls out a tightening torque of 12-14 inch-pounds for wire binding screws (depending on size) in Table 123.3 as part of the Terminal Strength Test, and repeats that 14 inch-pound figure for 12AWG wire in 113.13 for the Terminal Temperature Test
