im looking for a decent torque screwdriver for circuit breakers and devices...what would you recommend?

what about the WERA Torque Driver 1/4",2.50 to 11.50 in-lbs 5074710001?

Harbor freight has an ok one just swap the bits for a nicer set. It's about 80 bucks. There's nicer but you're not doing something with extreme precision even though it's supposedly fairly precise the wire just needs to be closer than not. The code also only says calibrated tourqe tool not that you need to calibrate every 6 months unless that's how your ahj interprets it differently.

will that screwdriver work for the torque ratings for typical breakers and devices? what in lb rating range would i need?
Think of two.
The smaller ones will be more suitable for finer work. Control connections for PLC, VFD, TDRs etc. Get one with a bigger handle you can grab onto for those CBs that need it. It makes a difference. Make sure you have the proper bit, not one that fits good enough.

The one I posted is adjustable between 10-50 inch/lbs which is plenty enough for cb connections but too big for small control work

I like the 10-90in/lbs. version better.
 
I have the Wera one 2.5-10 in-lb, and the Firstinfo 10-90 in-lb. The Firstinfo one is at least made in Taiwan rather than China.
 
50 in/lb is enough for me to twist by hand. After that, I got an in/lb torque wrench. For control wiring, well yeah, I should use a torque screw driver but don't. But for power, including din mounted breakers, yes I do.
